Covid-19: Establishing Parallel Task Force in Rivers Is Invitation to Anarchy, NASS Caucus Cautions IGP

The Rivers State National Assembly caucus on Tuesday condemned the establishment of a parallel task force in the state, saying it will lead to anarchy.

The Rivers NASS caucus in a briefing jointly addressed by the leaders of the caucus, Senator George Sekibo and Rep Kingsley Chinda declared that the action of the police was becoming and unbecoming in Rivers state.

“This press interaction is necessitated by what has been reported in the media – print and electronic – wherein the Commissioner of Police for Rivers State, Mr. John Mukam acting under the instructions of the Inspector-General of Police, set up a parallel Task Force in the guise of a Technical Committee to ensure movement of agricultural products and other essential items into Rivers State; a committee saddled with the determination of who comes into Rivers State during this period of lockdown.

“In the last 48 hours that this disturbing action of the Police has been trending, we had expected the Inspector -General of Police to deny the report, but since he has not, it is well to hold that the action was actually his effort and intendment and hence this press interaction.

“This development is sour and highly confrontational not only to the authorities of the Rivers State Government but to her citizens and residents. It is essentially, antithetical to and a reversal of the aims and purposes of the Covid-19 inter-state lockdown and measures to curb the pandemic thereto. It is in this regard, that we join the Rivers State Council of Traditional Rulers to request the Inspector-General of Police to reconsider this line of action. We run a Federal system of government and cannot afford to have two Chief Executives in Rivers State at the same time; that’s clearly an invitation to anarchy.

For the avoidance of any ambiguity, we urge the Inspector General of Police to do first things first, which is, enforcing the ban on inter-state movement as ordered by the President of the Federal Republic of Nigeria. It is the complete failure of the police in this regard that has worsened the Covid-19 pandemic, not only in Rivers, but nationwide.

“The case of Rivers State now and indeed most Southern States is, every day, trucks ostensibly carrying food items come into Rivers State with 30-40 young men mischaracterized as “Almajaris”. These are able bodied young men leaving their to Rivers State under the eyes and watch of the Nigerian Police and utterly against the lockdown order of the State and Federal Governments. In this instance, the Rivers State Government reserves the right to stop such violation and punish the violators.

“While we cannot stop them between Kano and Abia States where the Nigeria Police freely allow them passage, we can stop them at our borders and within our territory. The whole idea of temporary ban on inter-state movement of passengers is to check new infestations and spread of Covid-19.

“We join the Rivers State Council of Traditional Rulers to appeal to President Muhammadu Buhari to call the Inspector-General of Police and by extension the Rivers State Commissioner of Police to order, by restraining the Police from establishing a parallel government in Rivers State.

We further call on Mr. President to order immediate investigation into why the ban on inter-state movement of passengers at this time has recorded near Zero compliance, despite the presence of the Nigeria police on our roads.

In the face of inertia by the Police in enforcing inter-state ban on movement of passengers while young men from a particular part of the country are freely transported to Rivers State at this Covid-19 period, widening the powers of the Police in competition with the Rivers State Government singularly, will be interpreted by Rivers people as engaging the powers and apparatus of the federal government to enforce ethnic supremacy against the Rivers people, which every Rivers man or woman will not view lightly.

“Let us for the up tent time reiterate in consonance with the Rivers State Council of Traditional Rulers that even if the action of the Inspector-General of Police is the current national policy, why must Rivers State be singled out to commence the policy? Why is it not of general application in other States of the Federation? We feel worried and sad that the entire drama playing out in Rivers State has a semblance of a premeditated ill-will against the good people of Rivers State.

“We vehemently believe that it is not the intendment of Mr. President to establish a parallel government authority in Rivers State using the instrumentality of the Nigeria Police, and so do hereby appeal to Mr. President to nip this ugly development in the bud by restraining the Inspector-General of Police from establishing a parallel government in Rivers State by whatever name called.

The Ministry of Foreign Affairs has already received agrément from the United Kingdom for the High Commissioner-designate, Ambassador Aminu Dalhatu. Similarly, France has sent the agrément for Ambassador Ayo Oke.

The Ministry has also conveyed the nominations of the other 62 designated envoys to all the countries concerned, including a request for their agréments in line with standard diplomatic practice.

President Tinubu has directed that the Ministry of Foreign Affairs should immediately commence the induction programme for the ambassadors-designate and High Commissioners.

Constitutional and human rights lawyer, Prof Mike Ozekhome, has felicitated with former President Olusegun Obasanjo, as he Celebrates 89 years of life, saying the ex-head of state has grown wiser with age.

Ozekhome made the remarks in a birthday tribute he wrote, and made available to The Boss, stressing the octogenarian is a living legend and a human prodigy, among a catalogue of honours he bestowed on him.

Ozekhome’s full text of goodwill message is presented as follows:

“As Chief Olusegun Obasanjo GCFR, Ph.D, former military Head of State and later President, Commander-In- Chief of the Armed Forces of the Federal Republic of Nigeria marks his 89th birthday, it is proper to pay tribute to this remarkable living legend and human prodigy. My writeup on him at 87, two years ago was aptly titled, “OBJ, Please, Remain OBJ”. And he has remained true to himself – weaving, bubbling, speaking, traveling, lecturing and still dancing and playing football. What a homo sapien!

“Baba Obasanjo is a beacon of hope, a symbol of integrity, and a champion of Nigeria’s progress. His legacy as a distinguished elders statesman,uncommon leader, and irrepressible nation-builder is permanently etched on marble.His contributions to Nigeria’s growth and development are simply unquantifiable.

“I recall him singing my birthday song and cutting my birthday cake at ABUAD’s 10th Convocation Lecture 4 years ago after I delivered the Convocation lecture and received a doctorate degree (honoris causa) in law (LL.D). His achievements are simply ineffable, including military exploits, authorship of over 20 books, and an unwavering commitment to democracy and good governance.

“One cannot forget that OBJ played a major role when he accepted on behalf of Nigeria, the mantle of surrender by General Phillip Effiong on behalf of the Biafran army, thus ending a 30 months needless, bloody civil war that consumed over 3 million lives with attendant suffering and destitition. “Your wisdom, vision, and leadership are needed now more than ever,” I had written two years ago, describing him thus: ‘Please, OBJ, remain OBJ – a true icon, a guiding light, and a hero of our time.’

“Baba’s leadership has left an indelible mark on Nigeria, inspiring generations not only in Nigeria and Africa, but within the entire black race. As an international figure, his voice resonates even as his rare wisdom and experience are globally sought, leading to his epic position as Co-Chairman of the Inter-Action Council of former Heads of State and Government.

“Some of his many books, including “My Watch” and “The Art of Leading”, are loud testaments to his deep thinking and intellectual prowess.

“Very often, he speaks truth to power, advocating for justice, fairness, and equality for all, damning the consequences.

“OBJ’s life reminds us that we all have a role in shaping our country’s future.

“Seest thou a man blessed round and round by God in all ramifications; nurtured in humble beginnings, but attained the height of a living sage and deity? Immediate Past President of African Development Bank (AfDB), Dr Akinwumi Adesina, has celebrated former President Olusegun Obasanjo, on his 89th birthday.

In the statement the former Minister of Agriculture signed on behalf of himself and his wife, he noted that Obasanjo is a man of wisdom, foresight, courage and boldness among other qualities.

The statement titled, Happy Birthday: President Olusegun Obasanjo, GCFR, at 89, is presented as follows, in full:

Today, we celebrate a man who walks across generations like a bridge between time and destiny – a leader whose credibility is unquestioned and whose respect knows no borders.

A man of wisdom, rich with insight. A man of courage, who steps boldly into the battlefields of ideas and argument, unafraid to speak, unafraid to stand, unafraid to be counted.

In the public square he cannot be silenced. He does not merely ruffle feathers – he pulls them out, speaking truths that are sometimes uncomfortable, yet always necessary, driven by an unwavering devotion to truth, equity, and justice.

Disciplined in thought. Disciplined in action. Disciplined in judgment.

When conflict rises and storms gather over nations, the world turns to voices of wisdom— and among those voices uniquely stands President Obasanjo.

A leader who dares to walk where others hesitate. A man who speaks to the mighty without fear and lifts the weary without condescension— challenging the powerful to do what is right, while urging the humble never to lose hope.
