Nigeria’s lower legislative chamber, the House of Representatives was, on Wednesday, thrown into a rowdy session over the budget padding allegations which has bedeviled the House in recent months.
The commotion started when the speaker, Yakubu Dogara, recognized Emmanuel Oker-Jev, Chairman, House Committee on Rules and Business, to move a motion just as Aliyu Madaki, another lawmaker, was raising his hand to be recognised.
Oker-Jev pointed out that the House had come under heavy attack and criticism due the budget padding allegations. But the Speaker referred it to the Ethics and Privileges committee, which he said will look into the matter.
When this was going on, Abdulmumin Jibrin, who raised the budget padding allegations, was seen moving around the chamber under the close watch of the sergeant-at-arms.
This prompted an endless chant of “Dogara, Dogara” by the lawmakers who appeared dissatisfied with how the matter was handled and Madaki, who was eventually recognized to speak, could barely be heard due to the deafening noise in the chamber.
